Some teams have an aversion to problems. Perhaps they had a bad experience in the past and have decided that certain problems have no solution. When this happens they tend to say no to opportunity because of the potential unsolvable problems that come with it. They would rather take the long way around and see if they can avoid the inevitable hiccup. Always taking the long way around can be worse than tunneling through the obstacle that is near the goal. The extra time can cost a team opportunities and confidence that comes with overcoming the obstacles in front of them.
